As you can see — the phrase about “cynic, vulgar and cosmopolitan” were left unnamed by the authors of the bogus “DULLES plan” without changes practically without changes has been left to the phrase about “the rebellious on earth people,” about “end the war, everything settled down” and much more. The unnamed authors added in fake “DULLES plan” a little private hatred of all things creative and bile about “those artists and writers” — which saw a clear threat of Soviet system, and tried in every way to denigrate them.

Interestingly, in the United States and in particular the CIA did not want the collapse of the USSR, as worried about the fate of nuclear weapons and waited for a possible military chaos that could arise as a result of the collapse of the Soviet Union.
No “plan DULLES” does not exist and never existed.
