If the Ukrainian government will increase funding for kindergarten, parents will not have to take teachers money under the guise of charitable contributions, which many consider to be the manifestation of corruption. Until that happens, fees will not disappear – the preschool will be in need of financial support. Such an opinion during the telethon “Osta reform. Vcity Chi scitica? Nobility Chi rozumie?” stated the expert in the field of children’s leisure Valentina Gorbenko.
So, in the course of the conversation, she denied the thesis about the enterprise of the managers of the kindergartens that promote parents to charity.
“Without that (Funding. – Ed.) can’t do kindergartens,” – said the expert.
“There are three things, which provides the state payroll, utilities and child nutrition in kindergarten,” she described the situation.
According to Gorbenko, the state makes only small contributions to the development of material-technical base. But this money is not enough, she added.
“Everything else kompensiruet by parents. Bought everything from furniture to cleaning products. It’s no secret. It is registered as charitable contributions on the part of parents,” she said.
“If the system will improve and the state will provide the full supply of kindergartens may levies will go from our practice,” – said the expert.
“It is difficult to suspect the heads that they develop a strong corruption schemes… These small injections, which can give parents drowned in a big area of kindergartens and their not so visible”, – said Gorbenko.
“If you increase the state subsidy from 5% to 7%, this will partially solve the problem,” she concluded.
