After the completion of the ratification process of the Association agreement of Ukraine with the EU, which is planned for mid-July, the EU will get a legal right to seek to fulfil the country’s obligations. In particular, on the implementation of EU legislation in the field of issuing driving licenses. Recall, we are talking about the implementation of two European directives 2006/126/EC and 2003/59/EC.

The first concerns the forms and rules of issuing driving licenses, and the second to draw up rules for the issuance of documents for the management of vehicles of categories C and D, that is commercial vehicles.

Accordingly, before the end of the year it is planned to adopt amendments to domestic legislation to allow us to adapt our rules to European standards.

This was announced by Executive Director of the NGO “Ukrainian European policy centre” Akulenko. According to her, the interior Ministry of Ukraine has drafted a bill on the implementation of Directive 2006/126/EC on driving license. Among other things, it provides for the reduction of the term of validity of the rights. This is done in order to periodically check the knowledge and skills of drivers, their health, and also enter new categories.

As told the head of the Main service centre of the Ministry of internal Affairs of Ukraine Vladislav Crickley, the main differences between the new rights of the European model of the existing in Ukraine plastic cards that our drivers used to call “European”, is to have a special chip and limiting the validity of the document 15 years (now 30 years).

The appearance of the rights will not undergo significant changes, except that there will be an electronic chip, which duplicates visual information. It is a surname, a name, a patronymic and a photo of the driver, date of birth, signature, date of issuance of the document, open the category for the right driving vehicle.

“In different countries of Europe standards update rights every 10-15 years for drivers and 5 years for drivers of commercial vehicles (trucks, buses and others). We propose to establish at once the maximum period of 15 years for ordinary drivers to reduce the degree of public discontent,” said Crickley.

According to him, in the service centers of the Ministry of interior already has the appropriate equipment and to start issuing new rights need only a new legal framework.

It is expected that inside the country you can continue to drive like the old “laminate” rights (in fact, more Soviet-style), which do not expire, and more modern plastic cards that have an expiration date in 30 years. The latter are suitable for travel in Europe until the introduction of the new rights of the European sample.

Of course, in Europe you can try to use older documents, but it is fraught with problems.

“For example, was the case in Italy, when Ukrainians was issued a rental car on the basis of “laminated” paper. But then the driver stopped by the police and found the document without an expiration date (that is actually invalid for them), fined 250 euros. Therefore it is better to issue a new document 201 UAH,” said Crickley.

According to him, the right chip will cost 2-5% more than conventional plastic. That is, the chip will have to pay about 10.5 UAH. But it will provide protection against counterfeiting, the revision of the terms of the rights should contribute to greater road safety.

“Drivers don’t have to pass new exams, as feared by many. Procedure titles will take more than an hour, and the chip will allow you to do this remotely,” promised by the interior Ministry.

At the expiration of the rights the driver needs to undergo medical tests to verify mental and physical compliance. This is particularly relevant issue for motorists older than 50 years. For them in different European countries have different dates of passing the examination, as a rule, to the doctor you need to go with a periodicity of 2-5 years. However, Ukraine has not yet come to a consensus on this issue, and it will still be worked on with the participation of specialists of the Ministry of health. Fortunately, the Directive 2006/126/EC can be implemented in Ukraine in part.
