The Federal security service (FSB) of Russia has made to the company Telegram Protocol on administrative violation for failure to provide the information necessary to decode the users ‘ messages.

According to Durov, the FSB sent to the London office of the company two notices. In the first of these, dated August 31, States that the Telegram not provided by the Russian authorities “to decode taken, transferred, delivered and processed in electronic communications” under the law “On information, information technologies and about information protection” (the So-called “Law of Spring”). The FSB invited the representative of the Telegram to arrive to the admission service on 14 September that when it was drawn up.
The second document, sent on 14 September, said that the representative of the messenger in the FSB did not come, and the Protocol was made in his absence.
Pavel Durov said he believes the “Spring Law” unconstitutional.
