According to the report, up to 60% of the estimated cost of movies went to offshore companies or Russian companies with a staff of 1 to 9 people. In addition, the work of the expert councils were present conflict of interest: for example, the Studio “Soyuzmultfilm” received state support in the presence of its representatives in the expert Council.
However, as noted in the report, the results of voting experts are not stored, and the success of rent the previous films of the applicant for state aid is not considered.
