“Witch hunt”: in Russia want to punish the magic

The Deputy from “United Russia” Vitaly Milonov introduced in the state Duma a bill on criminal responsibility for illegal occupation in folk medicine and magic.

According to him, the criminal code should be supplemented with a new article 235.2.

So, for practicing folk medicine or “occult and magical activities” without permission, if they caused harm or caused damage in a large size (more than 250 thousand rubles) is proposed to punish by a fine in the amount up to 120 thousand roubles, compulsory works or imprisonment for the term up to three years.

The same acts which entailed a person’s death or damage in especially large size (over a million rubles), shall be punished by community service or by deprivation of liberty for a term up to five years.

The MP also gave a definition of occult and magical activities: it involves the activities and services of persons (astrologers, fortune-tellers, magicians, spiritualists, psychics, mediums), including for diagnostic purposes and impact of man, his health, spiritual peace, property, and other persons engaged in these impacts under different derivatives (healer, sorcerer, seer, and others) or hidden (expert, specialist, consultant) names, including the surrounding information and other environment.

As explained Milonov, occult and magical activities, usually involve a fraudulent scheme, which people often lose property values and money, and their health suffers. Thus, according to the Deputy, when manipulation of human consciousness and psychological pressure often applied drugs.

“According to statistics contained in a study of RAMS, 95% of traditional healers have no medical education, and over 40% of them are in need of treatment of mental disorders. However, many such activities are undertaken without a special permit,” — said Milonov.
