Programmers are told how to take advantage of the new feature.
On devices with Android and iOS built-in feature of the distribution of the Internet came a long time ago, but in Windows it only came with the 10th version (although, of course, before there were methods to distribute the Internet with devices on Windows).
In Windows 10 this feature is called mobile hotspot and all of its settings are in Settings > Network. Here you can specify the network name, its password, and also the range in which to distribute the Internet (2.4 or 5 GHz, or any of them). After the network settings to enable the hotspot, other devices can join it.
