Why the government refuses to use to the extent necessary, the national welfare Fund and other available reserves for direct support of the people and the economy?
Because the state plans to use the SWF to other purposes — to compensate for the drop in oil prices and other drop-down fiscal revenues.
For what?
To maintain the present highly inefficient structure of Federal budget spending to continue unchecked non-transparent spending on the arms race, the war in Syria and Ukraine, on a huge administrative and police apparatus. In a pandemic, the shortage of funds for health care and the economic downturn a fiscal policy is not only ineffective, it is absurd.
You should immediately revise the structure of the budget and to approve a new emergency budget with other priorities.
