Priorities effective implementation of state youth policy in Ukraine must become the availability of housing for young people, providing young citizens with quality education; their employment, support of talented youth and involvement in the formation and implementation of state youth policy.
This was during the parliamentary hearings on the theme: “Formation and realization of state youth policy in Ukraine in terms of decentralization”, said the Chairman of the Verkhovna Rada Committee on family matters, youth policy, sports and tourism, Deputy Arthur Ward.
According to him, the vast majority of youth problems should be solved at the local level. The effectiveness of youth policy on the ground depends on two factors: first, from the resources and levers that in the framework of decentralization, the government will give local communities, and secondly, coordinating the efforts of local authorities and civil society institutions.
“Today’s youth has become more pragmatic, success-oriented and willingness to do a lot of work. But, unfortunately, young people are now in a very unstable situation and need comprehensive support from the state. This refers to the creation of favorable conditions for lending or leasing of housing for youth, youth employment with a decent wage,” said Arthur Ward.
The Chairman of the parliamentary Committee also noted that he sees the need at the legislative level to provide for the allocation of subventions on provision of housing for youth from the state budget in proportion to the amount of funds allocated from local budgets. “I believe that the state youth policy in the first place at the regional level, should be focused on creating comfortable environment for living and youth development. The state must do everything possible so that young people have the desire to work in the community to actively participate in its creation and development, to create a family and have children,” said Ward.
