In Ukraine there is a high level of mortality of children from external causes, fixed a large number of cases of torture and sexual violence against children. In this regard, the Verkhovna Rada of Ukraine is preparing to adopt the second reading of the draft law on preventing and combating domestic violence.
This was during the Committee hearings in Parliament on the subject of prevention of negative phenomena against children, said people’s Deputy of Ukraine, Chairman of Verkhovna Rada Committee on family matters, youth policy, sports and tourism Arthur Ward.
The Deputy noted that in many regions of Ukraine there are problems with shortages of staff in social services. The Verkhovna Rada adopted the law on doubling the number of services for children is not performed in most cities and districts. In addition, there is a need for legislative regulation of the liability of employees of educational and medical institutions for informing social services and law enforcement bodies about cases of domestic violence and other forms of ill-treatment of the child.
“If a social worker, a teacher or a doctor sees the battered child and has information about the indifferent attitude of the parents, however, do not adequately react to this, he must bear the legal responsibility, in case of death or injury of a child, the exercise against him of sexual violence,” said Ward.
According to the MP, to address the problems of child abuse have to do a number of steps. “First, it is necessary to establish effective interaction of all structures relevant to this issue – social services, police, DHHS, educational and medical institutions, prosecutors and courts. Second, we must create in society an atmosphere of intolerance to violence. It was then that time will receive information about child abuse, then there will be citizens who will be expected to stop abusers of children. And, thirdly, it is necessary to teach children the rules of safety of life. In this direction should work, and school, and DHHS, children’s organizations,” – said Ward.
