2018 Ukraine will have a Road Fund.
Ukrainian roads are sorely worn. The volumes of repair of routes 26 years were not allowed to restore the roadbed to its destruction. However, in 2018 the road network will start to work differently. The country will create a Road Fund that will be filled at the expense of excise duties on fuel. But “Ukravtodor” will not be responsible for the entire network of roads. Most of them will transfer to local authorities. Reporters learned, what are the roads in Ukraine within five years.
Road worn 97%
Main national roads are worn by 97%. This means that they need to be rebuilt. Existing trails 26 years was financed at 2-3% of the demand and are not designed for modern conditions. The main network of Ukrainian roads were built back in the 80s. After 37 years, the load on the route has doubled, says the Director of the State road scientific-research Institute Vasily Nagaichuk. In addition, the road surface mainly on organ-mineral mixtures, which are destroyed faster than asphalt. Still a big damage winter. “In Ukraine over the winter can be a lot of below zero (degrees Celsius – ed.). This has a disastrous effect on the roads. They are destroyed from within”, – the expert adds.
In 2016 Ukraine repaired 816 km of roads. This year, “Ukravtodor” plans to restore 2500 km. “It will be a record since 2011, when Ukraine is preparing for Euro 2012”, – is not tired to repeat the head of the Department Slawomir Nowak. But 816 km, and 2500 km minuscule. This is less than one percent of the total length of roads. Total in Ukraine 169,7 thousand km of roads under the responsibility of the Department. With the pace of the recovery will take more than a hundred years. Besides, instead of the promised 35 billion UAH “Ukravtodor” received 20 billion “Since financing is not entered in the extent in which it was planned, in fact we have more than 20 billion, respectively, our forecast – 2 thousand km of roads at the end of the year,” – said the Minister of infrastructure Vladimir Omelian.
To the road do not have time to wear out, the road should be repaired at least 5 thousand km, said Nagaichuk. But “Ukravtodor” are optimistic. Next year the Agency will keep 50 thousand km, and the remaining 120 thousand km will be given under the responsibility of local authorities. This will increase funding for roads.

2018 Ukraine will have a Road Fund. It will be filled from three sources: excise tax, import duties and imported into the customs territory of Ukraine of transport and tyres. The money will be targeted, that is, they cannot be used for anything else, except the repair of roads. However, the full Fund becomes operational only in 2020. In 2018, only 50% of taxes go to roads, in 2019 – 75%, and in 2020 – 100%. So, in 2018 on the road will direct UAH 33 billion, and in 2020 – 75.9 billion UAH.
If now the “Ukravtodor is responsible for 169,5 thousand. km, next year the Agency will keep 50 thousand. Others will fall to the local authorities. Funds for repair of roads in the areas will be allocated from the territorial road funds, which are directly related to the Road Fund. For most of the roads will be the responsibility of local authorities. The regional administration will decide which roads in the region need to be repaired first.
“We decentralize road. From next year funding for 120 thousand km of roads are transferred to local authorities. “Ukravtodor” will be responsible only for 50 thousand km of roads of state -significance. Their content is foreseen around 1 billion dollars. $ 400 million will go to the maintenance of local roads,” – says the Minister.

We will focus on major corridors of the country. In five years we want to connect all regional centers,” – says Slawomir Nowak. In addition, in Ukraine for three to four years will be the first toll road. But first the Parliament must adopt amendments to the law “On concessions”. Now in “Ukravtodor” consider three of the project toll roads. This is the road from Lviv-Krakovets on the Polish border, Kiev-White Church and the concession bridges.
In the draft budget for 2018 on the road foreseen 44 billion UAH. In particular, revenues to the Road Fund should be 32.6 billion UAH. State budget will allocate 4 billion hryvnia for the construction and reconstruction of roads along the route Lviv – Ternopil – Uman; White Church – Odessa – Nikolaev – Kherson. Another 2 billion hryvnias on repair of the road Kyiv-Kharkiv-Dovzhansky.
