The Convention of 1936 retains the merchant ships of all countries freedom of passage through the Strait in peacetime and in wartime. In the case of Turkey’s participation in the war, and if it deems that it is directly threatened by war, she is given the right to authorize or prohibit the passage through the Straits any military ships.
