The document envisages the creation of a subordinate to the President of the joint staff.
The draft law on de-occupation and reintegration of Donbass, which will cancel the anti-terrorist operation regime and legitimize military operations, will present at the Tripartite meeting of the contact group in Minsk.
This was announced by the representative of the President in the Verkhovna Rada Iryna Lutsenko to the Parliament.
“This bill will be submitted to the Minsk group, where will be our Vice-speaker Irina Gerashchenko,” said she.
The document, according to Lutsenko, envisages the creation of a subordinate to President of the headquarters, which will manage the security forces involved in the Donbas. There, in particular, will enter the APU, the SBU, Netpolice, SES, military and civil administration, the Ministry of the temporarily occupied territories.
“Additional powers and torques will be written that will allow the President to send in separate areas of emergency and martial law”, – said the representative of the President in Parliament.
Lutsenko added that the document provides for the possibility of international police or peacekeeping mission in Donbas.
Last week, the NSDC Secretary Oleksandr Turchynov in an interview to the media stated that Ukraine needs to complete anti-terrorist operation and to move to a new format to protect the country from the hybrid war with Russia. According to him, the revised draft law “On restoration of state sovereignty of Ukraine on the temporarily occupied territories of Donetsk and Luhansk regions” will be presented to the President, after which he will be promptly submitted to the Verkhovna Rada.
Commenting on the statement of Turchynov, President Petro Poroshenko announced the development of a bill on the reintegration of Donbass, which provides a number of measures for the return of the occupied territories and determines their legal status.
The Council of national security and defense in the near future will consider the draft law on de-occupation and reintegration of Donbass. After that, the document must be received in Parliament.
