Deputies intend to toughen the penalties for crimes against the security forces and their relatives. The maximum penalty for attempted murder is life in prison. The bill has already passed the first reading and on Thursday it will re-examine the Parliament.
As they say the security forces, at a time when the Donbass war, significantly increased the number of crimes against their employees not only in a combat zone, but in peaceful areas. In the case of the bill will be amended several articles of the Criminal code. For example, the authors of the amendments propose a separate clause to prescribe the sanctions for crimes against border guards, SBU, national guard, military intelligence, military APU and bodyguards of the first persons of the state. The changes relate to crimes against relatives of employees.
WHAT PUSHED. In several departments said that now more than ever it is important to strengthen the responsibility for the military conflict in the Donbas resonant murder of the security forces occur in peaceful areas. Frequent were cases of intimidation of law enforcement officers. Since the beginning of this year there were several high-profile assassinations of senior intelligence officers. The speaker of the state border service Oleg Slobodyan told us that the facts of threats to their employees tens. “Last year, received about 30 threatening guards. Sometimes it was not only threats, but also shooting at the Windows and burning cars”, — said Slobodyan.
WHAT YOU CHANGE. One of the new points — punishment for the damage caused by the enforcer. Depending on the amount of damage, it is proposed to introduce fines from 1700 to 5100 UAH. Maximum of incarceration of 5 years. Separately will be spelled out punishment for murder or attempt at murder of the employee of frontier service, SBU, the national guard. The perpetrators of such crimes to propose to punish with prison sentences from 10 years to life. The same punishment will happen to those who committed murder or assassination of relatives of the security forces because of his performance. Even the authors of the bill propose to clearly prescribe the punishment for those who take in hostages of the security forces involved in the fighting or members of their families or engaged in blackmail of the latter. For this offence provides for the punishment by prison terms from 9 to 15 years.
We interviewed security officials believe that the project is good. But is unlikely to immediately radically improve the situation in the context of a hybrid war. “In law enforcement agencies have entire divisions whose job it is to monitor information about threats to the families of employees and, if necessary, to take custody of relatives, colleagues.
