Restrictions will apply to the 11 DPRK citizens who are in Russia, China, Vietnam and Cuba.

The US government has made to the list of sanctions trading company Paeksol and 11 citizens of North Korea who live in Russia, China, Vietnam and Cuba. This is stated in the message on the website of the American Ministry of Finance.
