The political will to end the conflict is missing, said the Commissioner of the organization.
UN Viceroy in the Donbass sharp increase in the number of dead and wounded among the civilian population in 2017. This was stated by the high Commissioner of independent operational group for human rights Zeid RA’ad al Hussein.
Referring to the monitoring mission, he reported the death of 67 civilians in the period from 1 January to 18 June. During this same time, injured 308 people.
“It’s 74 percent more than in the same period in 2016,” stated Hussein.
He acknowledged, however, that the number of victims and injured has decreased compared to 2014 and 2015.
“The statistics say about the changing nature of the conflict. It is amplified, while both sides are located close to each other, and heavy weapons, soldiers and members of armed groups are often located in areas inhabited by civilians, near civil infrastructure”, – said the high Commissioner.
He stressed that “the upward trend in violations of the cease-fire indicates a lack of political will to end the conflict.”
