The bill, the state Duma plans to consider in the first reading at a plenary meeting of the spring session.

To do this, the citizens are obliged to conclude the contract of purchase and sale of forest plantations, which States that it is prepared this way the wood can not be alienated or transferred from one person to another in other ways.

To do this, the authors conducted an analysis of law enforcement practice, which showed huge within the state the problem — there are numerous cases of violations of the principle of target use of wood.
In this regard, the developers of the initiative suggested to transfer control to the regional authorities and to establish that the violation of the law entails responsibility in the form of a penalty in accordance with the contract of sale of forest plantations.
According to the publication, in the case of the bill, the changes will take effect from 1 January 2021.
