The state Duma approved a ban on anonymity in messengers

The bill requires the messengers to provide its services only to users identified by the subscriber number.

The state Duma in the first reading adopted a bill on regulating the work of the messengers. The document obliges to identify users by phone number or to deny them the exchange of messages.

Document in the state Duma introduced at the end of may the deputies Marina Mukabenova (United Russia), Oleg Nikolaev (“Fair Russia”) and Alexander Yushchenko (CPRF).

The bill requires the messengers to provide its services only to users identified by the subscriber number. The reason for this is agreement of identification between the service provider.

In addition, the document requires the messengers to give users the technical opportunity to opt-out of receiving messages from other users, and provide the ability to send messages at the initiative of state bodies.

Must also be able to restrict the distribution and transmission of data messages that violate Russian legislation. In the case of non-compliance the operator may limit access messenger by the decision of the authorized body on the basis of a court decision.

Previously, the bill was supported by Roskomnadzor. According to authorities, user identification will allow to deal more effectively with terrorist threats.
