The poverty objective. Only subjective well-being

Бедность — объективна. Субъективно лишь благополучие

The Russian authorities like to experiment: how much can I tighten the belt on the people, so he continued to Drudge?

Poverty in Russia study everything closely. Every week a new study. I consider what number of Russians is not enough to paycheck, you understand how much you need to earn to start to save for a rainy day, figure out what income needs to be in families where there are children. Where is the concern?

It would seem that the answer is obvious. The poor and outright poverty in the country, more — so, it is necessary to identify the causes and to fight this terrible phenomenon.

But let’s be honest: the reasons are well known. They lie in our sick economy. In low productivity. The slow development of high-tech fields. That we have negligible well-educated highly skilled workers — and those that are not needed in a domestic garage businesses and startups primitive.

That to fight poverty, instead we have populism and humiliating handouts. Amid grandiose promises to create heaven on earth for two-thousand-God-knows-what-year pensions increase on five hundred roubles a year, and public sector wages — at some unfortunate thousand. If provide financial assistance to families, either for the active childbirth, or the load to the mortgage. Completely crushed by the need to offer people some kind of unimaginable “social contract”, where in exchange for a written promise not to bother the government… give the man a cow and a sack of potatoes. Incredible shame, of course.

But if it’s clear that money is not and never will be, why sociologists are so troubled with all these studies of poverty? And why officials regularly report how much interest has grown an army of the poor? I think this is like some cynical experiment on human beings. So greedy farmer can explore the possibilities of his cattle: under what minimal investments in its content, it would continue to plow.

The Russians carefully get accustomed: still alive? Pull until the strap? But how long can last? Isn’t it time to throw hay in the manger?

Recently asked people what they think about this option definition of poverty, as the subsistence minimum. People with a groan breathed out parameter is a bit… out of date — that would at least tyschonku and a half to throw. That is despite the fact that the official poverty line in Russia is considered the average per capita income of 11,2 thousand rubles, people would like to pick it up only to 12.5 thousand. And this figure is called we have subjective perceptions of poverty.

12,5 thousand rubles per person is blatant in its obviousness, horrifying in its objectivity poverty. But the real darkness that 40% of families admitted that their income per capita is below this figure.

Nevertheless, today we increasingly talk about “subjective poverty”. It is believed that this is when a person has a regular income, and it is still not enough. That earns someone 60 thousand rubles, and little to him. But not because he had no lobsters for dinner, but because on it, for example, a father disabled, and credit for a transaction which did not help, still not paid. Or, say, 50 is the income of a single mother paying the mortgage. Of course, will not suffice. But it is the poverty. The most common objective.

Poverty in General is always objective. The subjective can only be welfare. Especially in Russia nowadays. Because contentment even those few are not burdened with families and debts of the mediocre who think they have broken out of poverty, it is highly ephemeral. For any conditional of 70 thousand people are injected as a curse, white light can not see, swinging their nerves, robbed of health and youth. They break away from poverty only as long as they run like hell. But if you suddenly slow down, go for a relaxed step, it would appear that the need has not disappeared, that she was always around and again ready to absorb entirely.

Well-being starts where the surplus. And consistently, for a long time and not as a result of the work. Remember, there was another study, which revealed that the Russians can afford to save for a rainy day only when income is 35 thousand per member of the family? It would seem, not so little. Maybe people have just too large requests? Where does this number come from?

Specialists of the laboratory of quality problems and quality of life, Institute of socio-economic population problems of RAS conducted an experiment in the Vologda region. Seventy families have tried to provide all the basic needs: food, shelter, clothing, medical treatment, education, recreation, take into account unforeseen costs and the possibility of minor accumulations. It turned out that approximately 35 thousand per person need. However, families who received assistance, it still does not set aside: they were handing out the old debts and paid for that for a long time could not afford it: someone bought computers for children, bicycles and shoes, someone has done a repair, someone has to do, finally, health, someone invested in education…

We are poor and it is increasingly difficult to hide. And harder to bear this poverty with dignity. This is our objective reality.
