The Georgian-Ossetian conflict during the collapse of the USSR was provoked by the decision of the South Ossetian regional Council about converting it into an Autonomous Republic within Georgia, 10 November 1989. The next day, the Georgian Parliament revoked the decision. Misunderstandings between the local elites led to the conflict and proclaiming independence in South Ossetia in 1992.
The aggravation of the situation on the border between the autonomy and Georgia began in late July and early August 2008. Each side is accusing the other about the beginning of hostilities. Significant deterioration occurred on 1 August, when the terrorist attack was injured six Georgian policemen. In response to numerous permanent provocations from South Ossetia, including the shelling of 6-7 August, the Georgian villages, Georgia launched large-scale fighting. South Ossetia supported Russia in the conflict in the beginning of the evacuation of the civilian population of Tskhinvali was evacuated nearly 2.5 thousand people.
August 8, informed the then Prime Minister of Russia Vladimir Putin, and later, President Dmitry Medvedev condemned the invasion of Georgia in South Ossetia. Already at 10:00 a.m. local time on the same day, Russian planes began the attack on Georgian positions in the cities of Tskhinvali and Gori. However on August 7, Russia began to deploy their troops in South Ossetia. On 26 August Russia recognized the independence of Abkhazia and South Ossetia, the corresponding decree issued by President Dmitry Medvedev.
According to the UN since the beginning of hostilities in the region more than 118 thousand people became refugees. Of them from South Ossetia and 30 thousand refugees were taken to North Ossetia, 15 thousand were evacuated in Georgia and more than 70 thousand left Gori and surrounding villages.
South Ossetia – samoprovzglashenny state in the South Caucasus, recognized a small number of countries. The international community (including Ukraine) considers South Ossetia (Tskhinvali region) as a zone of ethno-political conflict, recognizing that it’s part of the territory of Georgia, composed of three administrative units.
