The Minister of infrastructure, spoke about the resignation of Balcona

It is a Pyrrhic victory, a personnel decision should have been taken long ago, said Omeljan.

The Minister of infrastructure of Ukraine Volodymyr Omelyan called the resignation of the head of “Ukrzaliznytsya” Wojciech balczun of “Pyrrhic victory” and that such a personnel decision should have been made long ago.

“This is a Pyrrhic victory, because it is a personnel decision should have been made long ago. We need to get out of constant-time temporary appointments and to find a professional, competent, unbiased head of “Ukrzaliznytsya” and to enable the company to develop and be reformed,” said Omeljan.

The Minister said that the resignation of Balcona should be a signal for other heads of state enterprises.

“I very much hope that the release of Balcona would be a clear signal for all other heads of state enterprises that can be deceived, but this deception is sure to be revealed, they will be fired and, I hope, will be put on trial for things they did during their tenure,” said the Minister.

Omeljan added that the contest over the appointment of the next head of Ukrzaliznytsia to spend over three months.

“It can be done in three months, if such a task is to stand in front of the Ministry of economic development and trade. The Prime Minister put it, let’s see how fast they will perform,” added Omeljan.

The output of the Agency under the reporting to the Ministry of Omeljan called premature.

“If there’s infrastructure Ministry, which is responsible for rail transport, it shall have the levers to shape its policy. Ideally, when we have a strong independent Supervisory Board, which itself appoints the members and the head of the Board, the question of who will be subordinated to the company, will not stand, because it will be the Supervisory Board which will be accountable to the state. At this stage, as the Ministry of the economy has neither the competence nor the relevant departments who are willing to accompany one of the largest state companies of Ukraine, I think that passing it was a hasty decision,” said Omeljan.
