The Director of the Federal service of execution of punishments Alexander Kalashnikov has asked the courts at the time of the pandemic in the fashion industry, not to arrest people for minor crimes. A letter explaining his position he wrote to the President of the Supreme court Vyacheslav Lebedev told RBC, citing a source close to the Federal penitentiary service. “In terms of interventions to counter the spread of the new coronavirus infection COVID-19 of concern high density of persons held in remand centres and correctional institutions,” the letter said Kalashnikov.

Describing the situation with the number of detainees in the Metropolitan detention center, Kalashnikov said that as of April 1, there are 9 thousand 406 people, of which 1 743 thousand (18.5% of the total) for crimes of small severity. For the month the number increased by 2.9% (281 people).
According to Kalashnikov, a similar situation is observed in detention centers of Moscow, Saint-Petersburg, the Leningrad oblast, Crimea and Sevastopol. “In connection with the above […] I ask you to Orient the courts in the election (or extend) the measure of restraint in respect of persons subject to criminal prosecution for crimes of small and average weight, and also for crimes in the economic sphere (37 of 37 thousand people), to consider the wider application of preventive measures alternative to detention”, — he wrote.
