Previously, the manufacturers of several major companies asked the government to equalize the conditions of state support to offset import duties on auto parts, to get support from the state along with those who continue to work in the industrial Assembly regime. The program was launched in October 2018, to save the working conditions of companies operating in the industrial Assembly regime. Then the automakers receive incentives under the import duties on components in return for the localization of production in Russia. However, from 1 July 2018, under the terms of Russia’s accession to the WTO, import duties increased.

Deputy Prime Minister Kozak said that the obligations on payment of customs duties expire with the expiry of agreements on industrial Assembly in 2020, and more payment of fees will not.

Earlier the head of Ministry of industry and trade Denis Manturov said that the Ministry is planning to come to compromise with automakers on the issue of payment of import customs duties.
