The FSIN and the HRC propose to ban be put in jail pregnant women and people with disabilities

The Federal penitentiary service of Russia and the presidential Council of the Russian Federation on development of civil society and human rights (HRC) proposes to prohibit detained in Russia, pregnant women, women with young children and disabled groups I and II, with the exception of those accused of serious and particularly serious crimes. In a press-Bureau FSIN of the Russian Federation explained that one of the proposals, prepared on behalf of the President of the Russian Federation to improve the conditions of detention of suspects.

In addition, it is proposed to delete arrest for first-time subject to criminal prosecution for offences for “minor articles” (as explained in the document refers to crimes punishable for a term of less than five years).

As previously reported in the FPS, the number of pregnant women and women with young children in prison turns out to be almost stable. In 2016, there were 1521 pregnant woman (788 in the colonies, 733 — in jail), in 2015 — 1761 pregnant woman in 2014 — 1858, in 2013 — 1999. In 2016, the women prisoners were born 457 children. In 2018 in prisons were 1269 pregnant women (2.8% of all women in the prison system), and 13 children’s homes at female colonies received 486 children under the age of three years, including 360 in under one year.

In addition, the prison and jail contained 18.9 thousand citizens with disabilities, including 421 disabled group I, 7.6 thousand — II group, 10.9 thousand disabled people of the III group. In educational colonies for minors or six disabled children. 85.3% of detainees or in places of deprivation of liberty of persons with disabilities in need of rehabilitation devices provided by them in accordance with individual rehabilitation programs. In 2018 the Federal penitentiary service has developed a special vans for transportation of disabled people — vans with electric and mechanical lifts for wheelchairs and special cameras in the cabin for wheelchairs.

The Federal penitentiary service of Russia and the HRC also serves to provide heads of detention center the right to refuse to accept new prisoners if their infirmary is already full.
