The expert noted that he had no hopes that “school truce” in the Donbas will be performed: “at least because Putin has not abandoned their goals. There is no reason to say that something in his plans had changed. All these “truce” is just an attempt to create the appearance that the Minsk process continues.”

Sungurovsky was also critical about the idea of Ukraine in the autumn to initiate the entry to the occupied Donbas peacekeeping mission.

While this perspective is unrealistic. If you enter a peacekeeping force, it must be administered under the auspices of the UN, and not the sixth, and the seventh of the UN Charter. That is not “peacekeeping” and “peace”. That is, in fact, should be the military operation to end the conflict, – explained the military expert, noting that this can be done only when one party to a conflict will be recognized by Russia.

Otherwise, Russia will always veto any decision on Ukraine.

Sungurovsky also expressed the belief that the introduction of any other peacekeeping forces in the Donbass under the auspices of, for example, the OSCE police mission – their task will not solve.

“It is because Putin will not give up their goals. And the fact that in the Donbass will be attending the police monitoring unit of the OSCE is only monitoring the conflict, not resolve it”, – stated the expert.

However, according to Sungurovskiy, there’s a workaround for decision-making on a peacekeeping mission through the UN General Assembly.

“There is a General Assembly resolution from 1950, which States that if the UN Security Council is not able to make a decision, he may appeal to the General Assembly. And to submit such a request may not be “five” (the permanent members of the UN security Council), and any 7 members of the organization, and there are 15,” – said the military expert.

He recalled that this was stated more in 2014, but then all the diplomats argued that it is very difficult to do.
