The expert told about the consequences of the removal of immunity of deputies

Эксперт рассказал о последствиях снятия неприкосновенности с депутатовA positive vote will be to promote qualitative renewal of the Parliament in the future.

A positive vote for the restriction of the parliamentary immunity of six MPs, which has representation from the GPU, will witness the destruction of the still existing system of “untouchables.”

About this site “24” said the Executive Director of the Center for applied political studies “Penta” Alexander Leonov.

According to the expert this week Jul MPs will have the test – voting for the removal of immunity from their colleagues. Intrigue, he says, is that we had representatives of different parliamentary factions and groups – from Pro-government to opposition and representatives of the so-called “parliamentary swamp”.

Selective support of the views of the GPU will be interpreted as a manifestation of double standards and unwillingness to fight corruption in their own ranks. Therefore, this moment will be a difficult test,
– says Leonov.

Thus, according to him, the important thing is that public opinion, attitudes do not facilitate the evasion of bringing people’s deputies to responsibility.

“Trying to protect “their” and deliver “foreign” or solidarity among the Deputy corps will necessarily be referred to during the next parliamentary elections. Moreover, there are attempts to “play on the theme of removal of immunity” and to attract the public to pressure the Parliament in this matter – including the rally in day of voting”, – said Alexander Leonov.

Therefore, according to the analyst, can hope for a positive outcome of the vote, which can be torpedoed only in the case of sabotage this time (non-participation in the meeting or voting).

Also, according to Leonova, it is important to pay attention to two points. First of all, this is the first “mass” representation on removal of inviolability from deputies. So, the vote would create a precedent which will continue to influence the development of events.

“A positive vote for a while will remove the sharpness demands on amendments to the Constitution of Ukraine concerning the immunity of MPs, but opposition of the Verkhovna Rada, obviously, will cause a new wave of demands to deprive the people’s representatives the status of untouchables,” – says the expert.

Secondly, according to Leonov, a positive vote for all the views show the destruction of the still existing system.

This means that the mandate of the MP not only can not guarantee the evasion of criminal responsibility, and gives rise to additional problems – getting under the necessity of e-Declaration and anti-corruption legislation. That is, in the next parliamentary elections we can expect a qualitatively different Parliament in which the number of representatives of a business can dramatically decrease. That is why those voting can determine the future of Ukrainian parliamentarism – said Leonov.
