Mingarelli: “This issue is very sensitive”.
In the fight with the Russian propaganda, the Ukrainian authorities should be careful, because the border between the fighting and restrictions on freedom of expression are very slim, says the head of the European Union to Ukraine Hugues Mingarelli.
“This is a very fine line, and I’m not the expert who will say that this line should be like this or that. But this issue is very sensitive, you’ve got to be careful,” Mingarelli said in an interview with Interfax-Ukraine.
He noted that Ukraine is opposed to the misinformation campaign that is part of a hybrid war, but said that the decision on blocking of Russian Internet resources, including social networks Vkontakte and Odnoklassniki, should not lead to restriction of freedom of expression.
“This should not lead the Ukrainian government to limit the freedom of expression and communication in Ukraine. Need to learn the details as to whether these measures restrict the freedom of expression, if so – then we will turn to the Ukrainian side with a request to review these measures,” – said Mingarelli.
We will remind, earlier the NATO Secretary General Jens Stoltenberg reaffirmed the Alliance for ban on Russian social networks in Ukraine.
May 16 the President of Ukraine Petro Poroshenko enacted the decision of national security Council and defence of Ukraine (NSDC) On the use of personal special economic and other restrictive measures (sanctions).
The sanctions include blocking access to the services of Yandex, 1C, Softline Groups of Parus Corporation and a number of other Russian IT companies.
