The MP is suspected in land fraud in Kharkov.
The main investigation Department of General Prosecutor’s office completed pre-trial investigation in the case of Mikhail Dobkin.
The MP was charged under part 5 article 27, part 4 St. 190 (fraud), part 2 of article 28, part 2 of article 364 (abuse of power), part 2 of article 15, paragraph 5 of article 27 part 4 of article 190 (attempted fraud), part 2 of article 15, part 2 of article 28, part 2 of article 364 (an attempted abuse of power) of the Criminal code.
This was reported by press Secretary of the Prosecutor General Larisa Sargan.
In addition to Dobkin, suspects on this production are his former Deputy in the mayor’s office; former chief architect of Kharkov, a former head of Department of land relations; and two other persons.
According to investigators, Dobkin, along with other officials of the Kharkiv mayor’s office contributed to the fraudulent acquisition of land in the city. The total land area of 74 hectares. the size of the losses caused to a territorial community of Kharkiv, more than 230 million.
Recall, 29 June 2017, the Prosecutor General Yuri Lutsenko has submitted to the Verkhovna Rada a view to the prosecution of Dobkin.
The actions Dobkin was originally qualified under part 2 of article 28 of part 2 of article 364 of the criminal code (as amended from 05.04.2001) – abuse of official position in interests of third parties, resulting in serious consequences, and paragraph 5 of article 27 part 4 of article 190 UK of Ukraine – fraud for the purpose of implementation of criminal intent on the acquisition of land plots on the territory of Kharkiv.
13 July 2017, the Verkhovna Rada withdrew from Dobkin’s parliamentary immunity and consented to his detention and arrest.
The Pechersky regional court of Kiev arrested Dobkin on two months with the alternative of Deposit in the amount of 50 million UAH, which for him was made by Vadim Novinsky and Boris Kolesnikov.
