Russia still does not agree to the Ukraine and the USA on placing of the UN peacekeeping mission in Eastern Ukraine. However, tough sanctions can force Russian President Vladimir Putin to change the decision of the Donbas.
According to him, Ukraine, Europe, America and other countries should take a tough stance on Russia, and eventually, at some point, Moscow will think about whether to continue to fight for a part of Ukrainian territory, or to seek some compromise solution to this issue.
“Of course, requires the consent of the UN Security Council. And important is also the role of the Secretary-General. And the security Council will decide whether a peacekeeping mission, what will be its mandate, who will sign and all the other details. The Security Council will operate and is already working on this issue. If the decision on the peacekeeping mission will be able to take in some other format, still in the end have to go to the Security Council. If there is a very strong consolidated position in Europe, America and other countries, including Ukraine, if the sanctions become more stringent, Russia will have to choose: either sanctions or a way out,” said Motsyk.
As you know, Russia has ensured that the peacekeepers should act only on the boundary line; later admitted the possibility of their release to the Ukrainian-Russian border, but as “security guards” for OSCE observers. In February, Putin made concessions in the Donbass and agreed to the deployment of “blue helmets” throughout the conflict, but with the condition that Kiev will agree with the militants.
In turn, the Ukrainian side, as before, insists on the introduction of peacekeepers to the entire territory of the conflict, including on the Ukrainian-Russian border, and declares that does not intend to negotiate with militant leaders on the placement of the UN mission.

The US special envoy on Ukraine during talks with Russian presidential aide Vladislav Surkov discusses specific options for the introduction of peacekeepers in Donbass. Plans Steinmeier and Morel failed, but now there is hope for American settlement of the situation in Ukraine.
