The control of traffic cameras want to convey to the government

A bill authorizing the government to determine the requirements for the cameras fixing violations of traffic rules, as well as their place of installation, submitted to the Duma, the press service of one of the authors of the project — Chairman of the Duma Committee on labour and social policy Yaroslav Nilov. Changes to article 2.6.1 of the Code of administrative offences by a group of deputies from the LDPR faction.

“…The bill proposes to establish that the requirements for functional properties of these funds and the procedure for determining the places of their installation are determined by the government of the Russian Federation”, — stated in the explanatory Memorandum.

It is noted that to protect the rights of vehicle owners, the bill contains a provision according to which working in automatic mode camera photo and video fixation should be solely the property of the Russian Federation or Russian regions.

The authors emphasize that now the law does not prohibit transfer to non-state organizations or individual entrepreneurs the right to commit administrative violations in the field of traffic using owned and operating in automatic mode cameras, with functions of photos and videos, to attract vehicle owners to administrative responsibility.

“Private complexes fixing are fixed and mobile. Mobile systems are used mainly to detect speed violations. While they are generally not in areas with a high accident rate, and in places where the owners (owners) of vehicles is often subject to minor speeding. Many unscrupulous owners to increase the number of revealed administrative offenses correctly set the cameras relative to the road, or artificially increase the rate of error than significantly violate the rights of owners (owners) of vehicles”, — stated in the document.

A few days ago, Russian President Vladimir Putin at the state Council meeting is strongly requested to stop hiding the cameras on the roads, especially in dangerous areas. Otherwise, “there is a direct substitution of the meaning of” installation of all these facilities, the President said.
