The state Duma Committee for security and combating corruption prepared the negative conclusion on the draft law excludes criminal liability for reposts on the Internet.

The document in June was made in the lower house of Parliament Sergei Shargunov and Alexey Zhuravlev. Instead of criminal prosecution, which is provided now by law in some cases, they propose instead to introduce penalties of 10 to 20 thousand rubles or compulsory work up to 100 hours, or arrest for up to 15 days.

The head of the Committee Vasily Piskarev said today that the project not previously supported by the government of the Russian Federation and the Supreme court. “The idea of legally prescribed incorrectly. Need differently formulated, then we will work, communicate with experts,” said Piskarev.

The head of the Committee on state construction and the legislation Pavel Krasheninnikov has also spoken out against the project.

At the roundtable, where they discussed the document, the majority of speakers were proposed to tighten rules on the Internet. The Deputy from “United Russia” Sergei Zheleznyak said that “it is impossible to condone manipulation and information warfare”, and therefore to mitigate the punishment for the repost.

“The source may be a fake, anonymous, and the audience he may be significantly less than that, who then distributed the information,”— said Zhelezniak, answering the proposal of his colleagues to distinguish between punishment for the publication and repost illegal content.

Participants voiced their proposals to change the articles.
