Responsible for all human rights violations in the occupied territories lies with the Russian Federation.
This was stated by the Secretary General of the Council of Europe thorbjørn Jagland during the meeting with the authorized BP on human rights Lyudmila Denisova.
“The COE Secretary General noted that Russia is responsible for all violations of human rights in the territories it occupied, and the Council of Europe recognizes that the situation in the annexed Crimea is completely controlled by Russia,” – said Denisov.
According to her, the CE Secretary General highlighted Ukraine’s key problems – conditions of detention, social security, the situation in Crimea and the lack of attention to internally displaced persons.
“Most of the conversation was devoted to political prisoners. Agreement on simultaneous reciprocal visit is not implemented. Russia still has not provided the opportunity to hold meetings (with political prisoners – ed.) … With the Ombudsman of the Russian Federation Tatyana Moskalkova … there’s the dialogue, which came to nothing lead, as the mandate of the Ombudsman in the Russian Federation does not allow her to make any decisions”, – said the representative of BP.
Denisov added that asked Jagland to facilitate the process of return to the territory of Ukraine of people, prisoners in the uncontrolled territories.
“There are more than 900 requests to serve his sentence in the territory of Ukraine. For 4 years we managed to return only 300 people from Donetsk region, Luhansk – no,” said the Ombudsman.
