The budget adopted by 2020-2022. What is poverty

Бюджет 2020—2022 принят. Что с бедностью

Trillions of rubles, which the state Duma has agreed to spend on social promises Putin is unlikely to help seriously reduce the level of poverty in Russia.

State Duma deputies on Wednesday unanimously supported the first reading amendments to the Federal budget for the years 2020-2022, providing for allocation of funds for the implementation of social orders of Vladimir Putin, with whom he addressed the message to Parliament in January of this year.

The bill proposes to increase the expenditure budget in the amount of 1.5 trillion rubles in the next three years. The additional expenses do not form a “hole” in the Treasury, which will retain the surplus, though small — in the amount 0,3% of GDP by 2022. The total budget expenditure on the execution of instructions from the message, given previously laid, assessed for the period 2020-2022 years to 4.57 trillion rubles, follows from the document.

The money will be spent on the extension of the maternity capital program (birth in the family of the firstborn); child benefits to poor families with children from three to seven years; the organization of free hot meals for pupils of primary schools; upgrading of primary health care; assistance to the poorest regions of the country, etc.

Judging by the speeches of the deputies, the citizens have to take these measures, in General, the standard for any country that claims to be social, as a Royal gift. And in response to social care, for example, and to support changes to the Constitution April 22. Then to go on elections to the Duma (perhaps sooner than in 2021) and presidential — in 2024.

It is no coincidence that the implementation of Putin’s orders are encouraged to stretch on for three years. This is done in order that the people didn’t eat all the “carrots” once and enjoyed it piece by piece, savoring the process.

From Duma factions, not one critical remarks of the draft law, that has not prevented deputies to discuss this agenda item for almost two hours. Meanwhile, from this document the conclusion of the accounting chamber, it follows that the proposed initiatives may not be enough to resolve the strategic task of reducing poverty in the country.

According to the revised forecast of socio-economic development of the Russian Federation, the poverty level may decline by the end of 2022 to 8.8%. “However, the impact of public support to reduce poverty might be overestimated, as not all tools aimed specifically at low-income population”, — stated in the conclusion.

The head of the chamber Alexei Kudrin believes this option is optimistic because of the uncertain consequences associated with the spread of the coronavirus. “I hope that they will be minimal. But, nevertheless, they are already having an impact on the Russian economy,” Kudrin said. He is convinced that to achieve good results in the fight against poverty can only be introducing more targeted support measures.

The implementation of the budget, but rather the balance of resources is another problem of Russia. According to the estimates of audit chamber, in 2020 not mastered can be almost 500 billion rubles. “30% of the total additional budgetary allocations will again be reserved is approximately at the rate of 457.5 billion for this year, 773,7 for 2021 and 857 for 2022,” — said Kudrin. And this despite the fact that the government insisted on a highly unpopular pension reform, citing her lack of money.

Moreover, at the end of 2019, the amount of undeveloped budget funds amounted to more than one trillion rubles. However, despite the remnants and budget surplus (money from the government actually is), the government refuses to resolve the issue of indexation of pensions to working pensioners — just one of the most socially vulnerable categories of the population. Amendments to the Constitution, which enshrines the state’s obligation to index pensions to the citizens, this will not solve the problem, it will continue to be governed by Federal law.

Deputies tried at the meeting to ask a question in the forehead with the Minister of Finance Anton Siluanov on why the government refuses to index pensions to working pensioners. But the Finance Minister has made some very unintelligible answer. And who came after him in the state Duma the head of the Pension Fund of Russia Anton Siluanov refused to answer this question, he advised the parliamentarians to limit speech, Siluanov.

Similarly with maternity capital, which the deputies have long offered if you do not give cash, then at least resolve to spend on essential household needs — buying a car or housing repair. Topilin promised on this topic to think about, but from his words was that as easy money to people from the state not to. “We are ready to consider various suggestions, but I would have assumed that the key filling is a dwelling to ensure its availability. As for education, here such fundamental changes probably not needed” — he tried to clarify his position Topilin.

Thus, the “Royal gift” more attracted to the beautiful wrapping, but its content is unlikely to appeal to the majority of citizens.
