Scandal in Kaliningrad: orphans returned to the orphanage because of the small benefits

Now the children are in the Moscow centre for the promotion of family education of children.

In March 2017 adoptive parents from Kaliningrad wrote in capital, the guardianship of the Declaration of exemption from the duties of guardian of the seven minor children ages three to 12 years.

The reason was that after the family moved to the capital city authorities refused to pay Moscow benefits for children. Parents were suspended from duty on March 31 this year, after which the children were sent to the center for the promotion of family education.

On Thursday the children met Commissioner under the RF President on the rights of the child Anna Kuznetsova.

– It is clear that this is a wonderful, open and lovely children, – said Anna Kuznetsova. They are very carefully related to each other, so it is not clear what happened in the family.

According to Anna Kuznetsova, now you have to be careful that the incident did not affect a child’s psyche. A second refusal is serious.

To such cases to avoid further, according to the children’s Ombudsman, it is necessary to check how to build programs in schools foster parents, how people get there, how decisions are made about the transfer of children in the family.

– Especially if children in such families for many, she said.

Anna Kuznetsova considers that the interregional regulation of foster families – an important point which it is necessary to pay attention.

Earlier it was reported that adoptive parents with children came to Moscow for permanent residence from Kaliningrad. But city authorities refused to sign a status of a foster family and to provide payments to Moscow.

Most likely, the money issue was the reason for the dissolution of the foster family. In the family, according to Anna Kuznetsova, monthly allowance for children up to 150 thousand rubles. But when making the status of a foster family in Moscow, payments might increase up to 80 thousand roubles on each child.

– The main argument of the family – the failure of the Department of social protection of Moscow to recognize the status of a foster family, – said Anna Kuznetsova. The Department justifies its refusal, based on regional documents, which define the procedure of issuance of this permit.

Anna Kuznetsova noted that the issue of return of children in social institutions will be the subject of serious discussion at the forthcoming all-Russian Congress of commissioners for children’s rights in the regions of Russia.

It is important that wherever went the foster family, she received competent and qualified support, – said Kuznetsova.

Now all minor children who have been abandoned by the Kaliningrad family, temporary residing in Moscow in the house for children-orphans and children left without parental care.
