Such a measure is necessary to replenish the Federal budget.
The Russian government has discussed several variants of the so-called “tax maneuver”.
One of the options discussed in the Finance Ministry, said the sources, is to increase the tax to incomes of physical persons (NDFL) from 13 to 15 percent, of which 6-8 percentage points needed to be allocated to the Federal budget. The increase in income tax is proposed to be offset by lower health insurance premiums from 30 percent to 21 percent.
The Ministry, in turn, said the sources, proposes to increase personal income tax to 15 per cent and introduce a tax deduction. At the same time the rate of value added tax is planned to increase from 18 percent to 21 percent, and the rate of insurance premiums to be reduced to 21 percent.
At the same time, other sources from the Ministry stated that while discussion of the tax maneuver is conducted at institutional and expert level.
