Russia will cease to provide financial support “DNR” and “LNR”

In 2018, Russia intends to withdraw from funding humanitarian support ORDA

The Russian government intends to refuse to provide humanitarian support to certain areas of Donbass.

The corresponding order of the Ministry of Finance of the Russian Federation received the results of the meeting with Deputy Prime Minister Dmitry Kozak, which took place on 1 September, writes RBC with reference to sources close to the Kremlin.

Instructed the Finance Ministry provides “deleted from the draft Federal budget for 2018 and the planning period of 2019 and 2020 the full cost of providing 2019-2020 humanitarian support to individual territories”.

In the public documents relating to the formation of the budget of the Russian Federation, there is no wording of “humanitarian support to individual territories”. According to Federal officials and two sources RBC, close to the Kremlin, behind this wording lies with financial assistance self-proclaimed authorities of Donetsk and Lugansk.

From the minutes of the meeting with Kozak, it appears that the funds be redirected to infrastructure projects in the annexed Crimea and in Kaliningrad region.

Together these projects are estimated at 165 billion rubles (2.9 billion dollars). However, to assess from these data how much money is spent from the budget for “LDNR” impossible, the newspaper notes.

In addition, the interlocutors of RBC in the state Duma and the government has emphasized that even if the government decided to stop spending on humanitarian aid to the Donbass, it does not mean that the finances will cease to act in Donetsk and Lugansk.

Financing “LDNR” top secret, describes the secret orders of the government, closed lines in the budget, said one of the sources of RBC. “Humanitarian support”, in his opinion, was only one of several channels of funding.
