This opinion was expressed by Russian political scientist Dmitry Oreshkin.

“If, God forbid, the government will come to him, in order to achieve something, he will have to assume larger and larger powers, and thus to repeat Yeltsin’s option, but may in the worst form,” admitted the analyst.
He stressed that today Russia is not so much a change of “bad king for a good” how to change the system. Based on this, Oreshkin concluded that there is a difference between Bulk, which can come to power in the presence of constraining institutions, and Bulk, which may become the head of the state “in a situation when these institutions are safely destroyed by Vladimir Putin.”
The analyst reminded that in the beginning of his presidency, Putin received a country “with almost normal institutions, political competition, with equal channels, with increasingly independent court,” and he gave the impression of a remarkably sweet man. “He knew how to please, he smiled, he had a wonderful sense of humor, he knows foreign languages, he is educated, he’s smart, he doesn’t drink. The whole country wrote with delight. Many people still do it,” said Oreshkin.
However, over the years of his presidency, “it was all destroyed.” “One more Putin, who can change just one Bulk. And this system is disastrous. It destroys the future of Russia”, – said the analyst.
