Rada voted for the municipal reform

The new law changes the procedure of concluding consumer contracts to receive comprehensive services.

The Verkhovna Rada endorsed the draft law On housing and communal services. Voted 262 deputies.

The bill establishes the procedure for the conclusion of consumer contracts to receive the whole complex of housing and communal services: management services, water supply, waste management, gas, electricity.

The act provides that consumers in apartment buildings the thermal energy is supplied in accordance with the contract. The tariffs for thermal energy, which is produced and supplied with Autonomous heating systems, formed and installed separately for each apartment building, equipped with Autonomous heating system, taking into account the cost of production and supply of thermal energy in such systems and the profitability of a business entity.

In addition, displayed in a separate service waste management, introduced quality assurance services. It is established that the owners or tenants, users, including tenants, of sources of waste, land must enter into contracts with the service provider for removal of household waste, to pay for the services for the management of household waste and to ensure separate collection of household waste.

Note that yesterday a number of changes in the law the Parliament did not support. In this regard, the bill was unbalanced. At this meeting, the head of the profile Committee Alyona Babak urged MPs to vote for the document with the condition of approval was not previously confirmed structural edits to the bill.
