The document provides for the elimination of intermediaries in the procurement.
The Verkhovna Rada of Ukraine has simplified public procurement of weapons and services for defense purposes from abroad. “For” the decision voted 236 deputies out of 226 required.
In particular, the Parliament adopted in the second reading and in whole draft law №9122. It provides for the elimination of intermediaries in the procurement of defence products from abroad.
Now, government customers can procure defense products constituting state secrets, including military equipment, foreign entities, if identical products are not produced in Ukraine. In this case, the public purchaser may procure without competitive procedures, but provided documentary evidence of marketing researches of the market of defence products.
The document also allows to save funds due to the lack of fees for mediation services, as it allows to carry out procurement of defense products directly to government customers.
As stated in the explanatory Memorandum to the bill, its purpose is the empowerment of state customers on defence contracts, reducing the costs of procurement of goods, works and services for defense purposes on imports.
