According to Prosecutor General Yury Lutsenko, who was present at the meeting of Parliament, this bill will allow for the transfer of the court 119 criminal proceedings against former President Viktor Yanukovych, former interior Minister Vitaly Zakharchenko, ex-Director of Department of material security of the Ministry of interior Pavel Zinov, ex-commander of Internal troops Stanislav Shulyak, former Deputy Minister of internal Affairs Victor Ratushnyak, ex-head of SBU Alexander Yakimenko, ex-Prime Minister Mykola Azarov, former Prosecutor General Viktor Pshonka, ex-commander of “Golden Eagle” Sergey Kusyuk, ex-first Deputy head of SBU Vladimir Totsky and others.

“The main objectives of this law is to add to the articles on the correspondence condemnation article 255 “the Creation of a criminal organization.” Now this article is not there, making it impossible penalty for economic and military crime. The second introduces a specific rule of calculation of time, making it impossible for the efforts of the lawyers of Yanukovych and his company in the European courts. Third – it prolongs the action of this law [on the correspondence condemnation] after 15 April and not setting clear deadlines. The law will act to create a State Bureau of investigation, and from what I understand, it will be no later than the end of the current year”, – said the Prosecutor General.

The proposals also allow the accused to participate in a terrorist or criminal organization to deal with the consequence of a plea. The maximum period of pre-trial investigations increased from 12 to 18 months.

At the same time, many deputies expressed concerns that the bill returns to the repressive provisions of the Soviet Criminal procedure code.

“Open the Criminal procedure code, 1960 and you will find there most things that are offered for consideration”, – said the representative of “Self-help” Ruslan sydorovych.
