Chairman of the Supervisory Board of the Institute of demography, migration and regional development Yury Krupnov has proposed to move the capital of Russia beyond the Urals.
This initiative is contained in the draft “Doctrine of razmokanija”, which he sent to Russian President Vladimir Putin.
Krupnov indicates that Russia “hypercentralisation”, noting that Moscow region “has absorbed almost one fifth of the entire Russian population.”

He is convinced that through internal migration Russia may lose its “geopolitical advantages” and sovereignty over the remote from the major cities areas.
