Putin decided to change the law before the presidential election.
Russian President Vladimir Putin signed amendments to the law “On elections of President of the Russian Federation”.

“Federal law establishes a mechanism for the voting of voters at their location based on the application. In connection with this change the form of protocols of election commissions”, – stated in the explanatory note of the State legal Department.
Experts also draw attention to the fact that “the law provides for the possibility of using the premises for voting of video surveillance and broadcasting of images”.
“In accordance with the Federal law’ places of residence specified in the signature sheet by the citizen, to support the nomination of a candidate, and the citizen collecting signatures may not contain any of the details (the name of the subject of the Russian Federation, district, city, other locality, street, house and apartment), if it does not preclude their unambiguous perception taking into account the actual features of the places of residence of these citizens”, – is specified in the explanatory note.
