The law provides for the creation of necessary conditions for peace in the Donbass.
The President of Ukraine Petro Poroshenko has signed the law On creation of necessary conditions for peaceful settlement of the situation in certain districts of Donetsk and Lugansk regions, which extends the law on special order of local government in certain districts of Donetsk and Lugansk regions. On Saturday, October 7, reported in a press-service of the head of state.
The document stipulates that the special order of local government in certain districts of the Donbas comes into force only “after all the conditions set forth in article 10 of the act (on the special order of local self-government), in particular regarding the withdrawal of all illegal armed groups, military equipment, and
well as militants and mercenaries from the territory of Ukraine”.
As you know, the law on special order of local government in ORDO was adopted in September 2014 and entered into force on 18 October 2014 for a period of 3 years. Article 10 – transitional provisions – stipulates that a special procedure of local self-government are implemented solely by local authorities, who will be elected at the extraordinary elections.
This article also spelled out the conditions without which elections in ORDA impossible. Among these conditions is the withdrawal of illegal armed formations and military equipment from Ukraine, the guarantee of free expression, election observation, including representatives of international organizations, the prevention of illegal interference in the election process, adherence to the principles of political pluralism and freedom of agitation.
According to the law from 2014, a special procedure of local self-government is that the state guarantees prevention of criminal prosecution, responsibility of participants of events on Donbass. The Cabinet of Ministers and Central authorities on the initiative of local authorities can enter into agreements regarding economic, social and cultural development IDLO.
We will remind, on October 6, the Rada adopted the law “On creation of necessary conditions for peaceful settlement of the situation in certain districts of Donetsk and Lugansk regions”. He was voted 229 deputies.
