Poroshenko commented on the timing of changes in the Constitution

President Petro Poroshenko stated that the constitutional changes on decentralization to be adopted, but the conditions for this has not yet happened.

“When you add up the corresponding terms, to complete the amendments to the Constitution to decentralize, to reduce the powers of the Central government,” gave the President tweeted his words at the meeting of the Association of Ukrainian cities.

Recall that one of the points of the Minsk agreements envisages Ukraine’s constitutional reform with the entry into force by the end of the year 2015 new Constitution, involving as a key element of decentralization (taking into account the characteristics of individual regions of Donetsk and Lugansk regions, agreed with representatives of these districts), as well as the adoption of the permanent law on the special status of “DNR” and “LNR”.

31 Aug 2015 draft amendments to the Constitution, was developed in response to this commitment, was adopted in the first reading.

In early 2016 the constitutional court allowed the Parliament to adopt the amendments to the Constitution at any regular (not extraordinary) session following the session at which they were adopted in the first reading. Previously it was thought that the second reading of the amendments to the Constitution must necessarily take place at the session of the Parliament next after the session at which the bill was passed in the first reading.

Poroshenko had previously stated that the terms of the adoption of the law, which gives special status ORDO are the withdrawal of Russian troops return to Ukraine control of the border and cessation of hostilities.
