Parubiy told why the war in the Donbass decided to call ATO

The draft law on reintegration of the temporarily occupied areas of Donbass, which pereformuliruem ATO, may be considered at the next plenary week. It on a press-conferences, answering reporters ‘ questions, said speaker Andrew Parubiy.

“The idea is still under discussion. Whether it is framed in the bill, I can’t say for sure. But it is also one of the ambitious plans that we plan to consider at the next plenary week”, – he said.

Parubiy was reminded that the format of the antiterrorist operation was selected in 2014 as he was allowed to use the army to repel the armed aggression and, in contrast to martial law, did not limit democratic procedures. For example, after the imposition of martial law it would be impossible to hold elections.

“It was important for us then to hold presidential elections and elections to the Verkhovna Rada. Because the Russian leadership wanted to convince the world that Ukraine is an illegitimate power, that’s just the conspirators from the Maidan… Then we went to the format of the ATO. The only one who is allowed to use all the security forces and to maintain democratic procedures” – he explained.

During the discussion of the bill on the reintegration of Donbass, according to the speaker, it is suggested to go to the new format, which would allow to conduct military operations, military operations, and did not stop democratic procedures.

“And will allow for more effective control of the security forces and the local military administrations. Operational headquarters, which would be a single point of control for security in the occupied and front-line areas,” – said paruby.
