Modified procedure for the appointment of heads of local state administrations.
The Verkhovna Rada of Ukraine adopted as a basis and as a whole amendments to the law on state service. For this decision voted 234 people’s Deputy.
The document stipulates that the categories of positions of state service will include the heads and deputies of structural divisions of local state administrations, staff of local administrations. However, positions of heads of local state administrations, their deputies will not be the posts of the civil service.
In addition, removed the provision from article 91 of that heads of local state administrations are appointed and dismissed by the President upon the recommendation of the Cabinet, and nominations for these positions makes the Cabinet Commission on results of competition.
The people’s Deputy from BPP Mustafa Nayem, commenting on the changes to the law noted that the Verkhovna Rada voted for a return to the President the sole right of appointing the heads of local state administrations and their deputies.
“Without any competition. In addition, the law cancelled the requirement on the separation of politics and public service. Governors and their Vice – like old times – will again be able to engage in politics in the public service, in fact, to head the campaign headquarters of the President and the ruling party”, – he wrote in Facebook.
