Parliament approved a bill on the reintegration of Donbass

The bill passed without the item on the Minsk agreement.

The bill on the reintegration of Donbass, which was introduced in Parliament on 5 October, President Petro Poroshenko, was supported by 233 deputies of Ukraine.

The President’s plan of reintegration of Donbass was supported by 233 MP, he voted against 32 MP, abstained – 7. Not voted 63 deputies.

The main stumbling block in the bill No. 7163 was the 7th article, which refers to the Minsk agreement, which before the vote, excluded from the text of the bill. The deputies of the faction “Samopomich” have declared that will not vote for this “Treaty talks” the law on Donbass, because they legalize the Minsk agreement, signed by the terrorists. The Verkhovna Rada Committee on national security and defence recommended that the bill Poroshenko for the first reading with the caveat that there will be developed the Committee’s proposals to amend article 7 of the bill.

As a result, the MPs fought and blocked the Presidium, however, the bill is not accepted. After that, the creators of the document agreed to delete the provision on the Minsk agreement and to include the issue of Crimea.

In particular, the document establishes the priority of execution of the security provisions of the Minsk agreements. But to ensure national security and defence, deterrence and resistance to Russian military aggression in the Donetsk and Lugansk regions of Ukraine has the right to involve members of the Armed forces of Ukraine and other military formations.

The document officially records that the Russian Federation is the initiator of armed aggression against Ukraine and an occupier of part of Ukrainian territory. This means that Ukraine is no longer held by the ATO, and takes measures to ensure national security and defence, deterrence and resistance to Russian military aggression in the Donetsk and Lugansk regions.

Under the bill, Ukraine will not be responsible for the actions of the occupiers in the temporarily occupied territories of Donetsk and Lugansk regions. At the same time, the Ukrainian government will collect information about all the violations that take place, then to bring Russia to justice.

For individuals and legal entities retain ownership of the property, including real estate and land in the occupied territory, if they got it in accordance with the current legislation of Ukraine.

The joint operations staff of the armed forces is defined by the bill as the main body, which will be subject to the forces of the APU and all of whom are attracted to the implementation of measures to ensure national security and defence, deterrence and resistance to Russian military aggression in the Donetsk and Lugansk regions.

Everything else remains within the limits prescribed in the Law “On special order of local government in certain districts of Donetsk and Lugansk regions”. Poroshenko yesterday submitted a bill which proposes to extend the document for another year.
