PACE adopted a recommendation on the Ukrainian law on education

The decision of the PACE pretty severely condemns the adoption by the Verkhovna Rada of the Law on education.

The parliamentary Assembly of the Council of Europe (PACE) agreed with the recommendations for Ukraine on the results of the debate devoted to Ukrainian Law on education.

The result of the debate was approved most of the proposals of the Romanian and Hungarian MPs. In particular, Hungarians and Romanians objected to the idea of “blended learning”, teaching 60% of subjects in Ukrainian and 40% in the minority language.

Also from the document removed all mention of the fact that learning “exclusively in the minority language” (without the teaching part of the subjects in the state language) to the detriment of their children, diminishing their competitiveness on the labour market and possible problems with the entry into higher education.

Also, the Assembly appealed to Ukraine with a request to consider all of the recommendations of the Venice Commission on this Law.

The adoption document amendment voted by 82 deputies, against – 11, abstained 17.

With a minimal advantage was rejected by the Hungarian amendment, according to which, the draft document wanted to remove the link on the right of Ukraine to protect the state language, and that language unites state.

Also with a slight advantage managed to reject the proposal of parliamentarians from Romania and Hungary, which sought to exclude from the document the mention of the lack of exclusively Ukrainian state schools in their States.
