After the adoption of reforms the Ukrainians will be new bills to pay for “communal”.
Ukrainians will have to pay the utilities only upon their submission. This norm is stipulated in the law on housing and communal services Verkhovna Rada of Ukraine adopted on 9 November.
So, utilities have ceased to be a “process” and “result of process”.
“Housing and communal services – the result of economic activity aimed at ensuring the conditions of stay and/or stay of persons in residential and non-residential areas … which is carried out on the basis of the relevant agreements on the provision of housing and communal services” – is defined in the law.
The law also provides for the right of the consumer to reduce the amount of payment for utilities in the case of the provision of housing services, their provision in an incomplete or worsening of their quality.
In addition, the consumer has the right not to pay for housing and utility services (excluding thermal energy) in the case that does not use them during the period of temporary absence in the premises for more than 30 calendar days.
Also the consumer, by law, has the right, without additional payment to the performer of housing and communal services:
– information on prices and tariffs;
– the total cost of the monthly payment;
– the structure of prices or rates;
– the rate of consumption;
– order of service, as well as its consumer properties.
The law also added a provision stating that in the event of an accident, the executor of utilities is obliged to notify the consumer not later than three hours after the disconnection of utilities. The notice must specify the reasons and duration of break.
Separately, the law emphasizes that without a contract (individual or collective) the service will not be considered utilities, and therefore the act will apply.
