Signers of the letter suggest that due to the lack of control of the entrepreneurs received subsidies and were brought to the settlements products is not fixed price, others more expensive. What is happening in the Katanga district of the letter’s authors call “a real hunger”. So the locals asked police to check on the district administration ordered the money allocated from the budget for the delivery of the products.
